The purpose of this study was to establish the influence of security measures on the safety of seaport in context of Mombasa sea port. The specific objectives of the study included: To find out the influence of clearing and forwarding procedures on the safety of the Mombasa seaport, to establish the influence of security infrastructural investments on the safety of the Mombasa seaport, to establish the influence of policy and legal frameworks on the safety of the Mombasa sea port, and to determine the challenges facing implementation of the security measures on the safety of the Mombasa seaport. The study used a case study design for collection and analysis of qualitative and quantitative data. The study targeted a population of 7,797 staff members from three department of the Port of Mombasa: department of port security, department of tax investigation and department of operations and logistics. A sample of 219 respondents was selected. Questionnaire and interview guide were used in data collection. Quantitative data were analyzed by the help of scientific package for social sciences (SPSS), presented in frequencies and percentages and summarized using figures and tables. On the other hand content analysis approach was used to analyze qualitative data where summaries, interpretations and conclusions were made. The study ensured the legal and ethical considerations were observed during the research period. The study concluded that there is a statistical significant association between security measures on clearing and forwarding procedures, infrastructural investments, policies and legal frameworks, and the safety of the seaport at the Port of Mombasa as illustrated in Table 4.4 and Table 4.5. Further, the study recommended that strict measures and sanctions should be enforced to those who are caught going contrary to what is stipulated with regards to port operations requirement; the port being amongst the channels for national economic growth should have adequate safety for its normal operations; good policy and regulations implementations should be investigated as well as restructuring and amendment of some maritime statutes in order to acquire maximum safety at the seaport; and the government should promote air defense at the port, the national security agents from the NIS and police are involved in securing the seaport; security agencies conduct workshops on safety and security of the seaport. This research used a case study research design; therefore, its findings cannot be generalized to represent the situation of ports across Kenya but can only be used to form the basis of further investigations. Therefore, there is need for future researchers to use other research designs in the same area of port security so as to achieve more generalizable research findings that can give a standpoint of the port safety in Kenya.en_US
