The study sought to examine the effect of monitoring and evaluation tenets and enactment of CDF bursary funds in Bomet County, Kenya: A case of selected schools in Sotik Sub-County. The study’s specific objectives were: To assess the effect of routine program monitoring on the enactment of CDF bursary funds in Bomet County, to examine the effect of monitoring and evaluation plan on the enactment of CDF bursary funds in Bomet County, to establish the effect of competence on the enactment of CDF bursary funds in Bomet County, and to determine the effect of stakeholder participation on the enactment of CDF bursary funds in Bomet County. The study was based on two theories: the utilization-focused evaluation theory and the program theory. The target population of the study was all the 62 public secondary schools in Sotik Sub-county. The researcher adopted complete enumeration method, also known as census because the target poulation was manageable. Descriptive research design was employed. Data was collected from primary sources using semistructured questionnaires so as to get detailed information. The data collected from the questionnaires was edited for completeness, and then analyzed using descriptive statistics in form of frequencies and percentages. The data was analyzed using Statistical Package for Social Sciences (SPSS) Version 20 and the information was presented in form of tables. The findings of the study concluded that routine program monitoring, monitoring and evaluation plans, competence, and stakeholder participation plays a vital role in the enactment of CDF bursary funds. 50% of the respondents agreed that routine monitoring data is used to take corrective measures that promote the enactment of CDF bursary funds. 54.8% of the respondents agreed that monitoring and evaluation plans help in updating mechanisms and promote the enactment of CDF bursary funds. The findings also indicated that most of the respondents approved that competence has a significant impact on the enactment of CDF bursary funds. 61.3% of the respondents strongly disagreed that there is constant stakeholder engagement to promote the enactment of CDF bursary funds. The study recommends that CDF bursary committees should ensure the deployment of Monitoring and Evaluation tenets to promote the enactment of CDF bursary funds. The study also recommended that future studies should investigate other factors that affect the enactment of CDF bursary funds. In addition, more variables depicting monitoring and evaluation tenets should be adopted to uphold the study’s finding that monitoring and evaluation tenets positively and significantly affects the enactment of CDF bursary funds.en_US
