This study examines the effect of technological capacity building on operational efficiency in Air Traffic Flow Management (ATFM) within Kenyan airspace. A descriptive cross-sectional survey design was adopted, complemented by qualitative interviews to provide contextual insights. The target population included 551 air traffic controllers, technical staff, and managers directly involved in ATFM at the Kenya Civil Aviation Authority (KCAA), with respondents selected based on their professional roles and engagement in technological capacity initiatives. A total of 232 questionnaires were distributed via enumerator delivery and email, yielding 192 completed responses (87.27% response rate), of which 180 were retained for analysis, and data were analyzed using the Statistical Package for the Social Sciences (SPSS) version 25, and Partial Least Squares Structural Equation Modeling (PLS-SEM) was employed to test hypotheses and evaluate relationships among variables. The findings indicate that technological capacity building significantly enhances operational efficiency, with staff training, system upgrades, and operational development contributing to improved decision-making, reduced delays, and more coordinated airspace management. The study provides practical recommendations for policymakers, air traffic managers, and aviation authorities and contributes to the understanding of how targeted technological interventions can optimize air traffic operations in developing countries.
